Synthesizers, sound modules, effect devices often have event banks. The bank attribute is used to indicate the bank which is to be used. The device element specifies which device is used.
MIDI devices can handle only 0-127 banks. The number of banks handled by MML are infinite, but as MIDI enabled musical devices can presently handle only the restricted number of banks, it is advised to remain within this limit as there is no way high MML values can be translated meaningfully into MIDI.
